Tamil Nadu Allocates INR 98 Lakh for DPR Preparation of Five Infrastructure Projects in Chennai

October 16, 2026

news

The Tamil Nadu State Highways Department has allocated INR 98 lakh (approximately USD 0.12 million) to prepare detailed project reports for five proposed Chennai infrastructure projects, according to the latest report on the allocation. Four projects have received INR 20 lakh each and one has received INR 18 lakh, and the report does not say which project received the smaller amount.

The INR 98 lakh allocation is intended for detailed project report preparation, not construction. All five proposals remain at the planning and assessment stage, and their implementation will depend on subsequent technical evaluations, approvals and funding decisions. This article relies on the reported allocation and on earlier published reports on individual projects. The underlying government order was not available for review.

Which Five Infrastructure Projects are Planned in Chennai?

The five Chennai DPR projects are:

  • The Lighthouse–Adyar elevated corridor.
  • The extension of the Vyasarpadi road overbridge towards Madhavaram.
  • The widening of the Basin Bridge road overbridge.
  • The widening of the Cooum River bridge at Koyambedu.
  • A proposed link road connecting Rajiv Gandhi Salai (OMR) and East Coast Road (ECR).

All five are in the proposal and study stage. A detailed project report is the document on which a decision to proceed is based, so this allocation is an early step in a longer approval path.

How much has Tamil Nadu Allocated for DPR Preparation?

The allocation totals INR 98 lakh across the five projects, made up of four allocations of INR 20 lakh and one of INR 18 lakh. Earlier reports are broadly consistent with this pattern for two of the projects. A DT Next report from August 25, 2026, said the Highways Department would prepare DPRs for the Basin Bridge and the Vyasarpadi bridge at about INR 20 lakh each, following an announcement in the Assembly by the Highways Minister.

While the reported allocation totals INR 98 lakh across five projects, an earlier September 2026 report cited INR 30 lakh for DPR preparation for the Lighthouse–Adyar corridor. The difference in reported figures has not been reconciled, and project-wise allocations should be treated as provisional until confirmed through the relevant government order.

What is the Proposed Lighthouse–Adyar Elevated Corridor?

The proposed Lighthouse–Adyar elevated corridor aims to improve connectivity between Chennai's coastal city centre and Adyar while reducing congestion along Santhome High Road. According to the latest reporting, the corridor may run from Pattinapakkam via Loop Road to the Adyar landing near Malar Hospital. The final alignment, length, width, and other design parameters will be determined during DPR preparation.

The final alignment had not been chosen in that report, and no construction cost, tender schedule or completion date had been announced. Earlier elevated concepts for this part of the city were studied in previous years and did not proceed, which is why the alignment study is the central task of the DPR.

Which Bridges and Road Overbridges are Proposed for Expansion?

Three of the five projects involve the extension or widening of existing bridges and road overbridges. The Vyasarpadi road overbridge on Erukkancheri High Road is proposed to be extended towards Madhavaram to improve connectivity with Madhavaram, Puzhal, and the northern suburbs. The department is reportedly examining alignment options for the proposed extension.

The Basin Bridge junction is constrained by the railway bridge, the Cooum bridge and the Otteri Nullah bridge. The proposal is to widen the road overbridge there. The Cooum River bridge at Koyambedu is also proposed for widening. No independent technical details on the Koyambedu proposal were found in the coverage reviewed.

The OMR–ECR link road is the fifth project. A link between the two roads across the Buckingham Canal has been proposed in various forms since at least 2020, and in 2023 the Highways Department sought funds from the Chennai Metropolitan Development Authority for a DPR on an alternative along the canal bunds. The present status and alignment of that proposal were not confirmed for this article.

What is the Purpose of Preparing DPRs for Infrastructure Projects?

A detailed project report (DPR) provides the technical, financial and implementation framework required to evaluate a proposed infrastructure project. For road and bridge developments, it may include traffic assessments, route alignment studies, topographic and geotechnical investigations, preliminary engineering design, land and utility assessments, project cost estimates, regulatory requirements and construction planning.

The cost of a DPR is small compared with the cost of building the project, which is why it is a common first spend in infrastructure DPR preparation in India. A weak DPR can lead to design changes, cost overruns and delays once construction starts, so the quality of this stage affects the whole project.

How could the Proposed Projects Improve Connectivity in Chennai?

If they proceed, the projects target specific pinch points. The Basin Bridge and Vyasarpadi proposals address congestion in north Chennai. The Koyambedu bridge sits on a heavily used western approach. The Lighthouse–Adyar corridor would serve the coastal city centre, and the OMR–ECR link would connect the IT corridor with the coast. These are intended traffic decongestion benefits and depend on the DPRs, approvals, land availability and funding. They should not be read as committed outcomes.

A DPR does not build a bridge, but it decides whether one gets built well. For these five Chennai projects, the quality of the next set of studies will shape what follows.

IMARC Engineering’s Perspective

The INR 98 lakh allocation shows how early-stage urban infrastructure is built: planning is funded first and construction decisions come later. At IMARC Engineering, we see three things that determine whether a DPR leads to a buildable project. First, the alignment study must weigh traffic demand, utility shifting, railway and waterway constraints, and land needs together, as the Basin Bridge and Cooum crossings show. Second, project cost estimation should be built from engineering design and quantities and carry a clear range for risk, not a single early figure.

Third, the DPR should set out the approvals and construction planning, including traffic diversion during works, so that the project moves smoothly into procurement. IMARC Engineering provides project advisory support covering DPR preparation, feasibility assessments, engineering coordination, cost estimation and project management. These capabilities are relevant to the early-stage evaluation and planning of infrastructure developments.
