Brownfield developments are usually quicker and cheaper than corresponding greenfield development projects. There is no requirement for initial investments, which include land, utility installation, approvals, and manpower. Brownfields have the ability to be complicated in their nature and therefore can sometimes become expensive when it comes to combining brownfield operations with the existing systems, construction on a live facility, and compliance changes. Brownfield expansion would require amendment of consent to operate, which is already issued by the State Pollution Control Board, factory license under the Factories Act 1948, fire NOC amendment as per NBC 2016 guidelines, as well as plans for the buildings to come up. Capacity expansion will also mean conducting a fresh environmental impact assessment or amending the environmental clearance if already there. In addition, any sector-specific license like that of CDSCO, FSSAI, or PESO will have to be amended accordingly as per the revised scope of the facility.
