Bihar Approves 336-Km Buxar-Bhagalpur Greenfield Expressway Under PPP Model

The Bihar Cabinet, chaired by Chief Minister Samrat Choudhary on August 19, 2026, approved the development of a 336-km, six-lane Buxar-Bhagalpur Greenfield Expressway under the Public-Private Partnership (PPP) model. The project was among 13 agenda items approved at the meeting, which also included decisions on irrigation tubewells, canal restoration, and other state initiatives.
The decision should be understood as a project-development approval rather than approval to begin construction. The Cabinet has given in-principle approval for the appointment of a consultant to prepare the Detailed Project Report (DPR) and a transaction adviser to support PPP structuring. The final alignment, project cost, construction schedule and other key parameters are yet to be determined through this process.
The proposed corridor would connect western and eastern Bihar through a greenfield, fully access-controlled route. However, the project is still at an early development stage and will need to progress through DPR preparation, transaction structuring, approvals, and subsequent implementation before construction can begin.
What is the Buxar-Bhagalpur Greenfield Expressway, and What Has the Bihar Government Approved?
The proposed expressway will be a new-alignment, fully access-controlled highway connecting Buxar in western Bihar with Bhagalpur in eastern Bihar. As a greenfield project, it will be developed along a new corridor rather than through the upgrading of an existing road.
The Cabinet’s in-principle approval establishes the project’s basic parameters, including its length, six-lane configuration, PPP model, and implementing agency. It also allows the DPR and transaction-advisory work to begin, which will be required to develop the project into a bankable and constructible scheme.
According to Deputy Chief Minister Chaudhary, the government has also approved plans for an economic corridor around the expressway. Under this initiative, Bihar State Road Development Corporation Limited (BSRDCL) will identify and use large land parcels along the proposed route for commercial and economic activities. This is a parallel development initiative intended to capture wider economic and land-development benefits from the expressway corridor.
How Long and How Many Lanes Will the Expressway Have, and Which Districts Will It Connect?
As approved in-principle, the expressway is planned as a 336-km, six-lane, fully access-controlled highway. Published reports differ on the proposed corridor's district coverage, with some reporting 13 districts, including Nawada, and others listing 12. Which PPP Model Is Proposed, and What Is BSRDCL's Role?
The project is proposed under a Design-Build-Finance-Operate-Transfer (DBFOT Toll) model within the broader PPP framework, with BSRDCL responsible for project development. Under a DBFOT Toll structure, the selected private concessionaire would typically design, finance, construct, operate and maintain the expressway during the concession period, with tolling, revenue arrangements and risk allocation governed by the final concession terms before the asset is transferred back to the government.
BSRDCL's role at this stage is to oversee project preparation, commissioning the DPR, appointing the transaction adviser who will help structure the PPP bidding process, and eventually running the competitive process to select a private concessionaire. The project cost has not yet been assessed, according to government statements, and is expected to be determined as part of this PPP structuring process rather than fixed at the Cabinet-approval stage.
Why is a DPR Critical Before Project Structuring and Implementation?
The Detailed Project Report (DPR) will provide the technical and financial foundation for developing, bidding, and financing a project of this scale. Its preparation is also why the current Cabinet approval is considered in-principle rather than final.
The DPR process is expected to establish the detailed route alignment through engineering, environmental, and land-availability surveys; assess land-acquisition requirements across the districts along the corridor; conduct traffic assessments and demand forecasts to evaluate toll-revenue potential under a DBFOT structure; and develop a validated project-cost estimate based on the final design.
For a 336-km corridor crossing multiple river systems and 13 districts, these studies will involve substantial technical and planning work. In parallel, the transaction adviser will use the DPR findings to develop a bankable PPP structure that can attract private concessionaires and lenders. Once these activities are sufficiently advanced, the project can move toward bidding, concessionaire selection, and financial close, the key stages that typically precede construction.
What Engineering and Land-Planning Considerations Does a Greenfield Corridor of This Scale Involve?
Independent of the specific figures reported for this project, a greenfield expressway of 336 km crossing multiple river systems requires engineering work across several distinct disciplines. Route alignment has to balance engineering efficiency and project cost against land availability, topography, environmental constraints and the need to avoid or minimise disruption to existing settlements a particularly complex exercise across a multi-district greenfield corridor with varying land-use patterns. Bridge engineering for crossings over the Son, Punpun, Phalgu, and Kiul rivers requires structures designed for each river's specific hydrology, flood patterns, and foundation conditions.
Access control design, the interchanges, flyovers, and underpasses needed to connect an access-controlled highway with the existing local road network, has to be planned to serve traffic demand at each junction without compromising the high-speed, limited-access character of the corridor itself.

How Could the Expressway Improve Industrial and Logistics Connectivity in Bihar?
If developed as planned, the corridor would connect western Bihar's Buxar-Bhojpur belt through central districts including Gaya, Nalanda, and Lakhisarai to the Munger-Jamalpur-Bhagalpur region in the east, an area separately identified by the central government, in connection with an earlier and distinct Mokama-Munger highway project approved under the National Highways programme, as an emerging industrial belt with ordnance manufacturing, locomotive workshops, and food processing activity.
A faster, access-controlled corridor of this kind could meaningfully improve logistics connectivity between these regional economic centres and reduce transit time for freight movement across the state, complementing the government's stated plan to develop commercial and economic activity in land parcels along the route. The extent of this benefit will, however, depend on the corridor's final alignment, the pace of DPR and transaction-advisory work, and the eventual construction timeline, none of which are yet fixed.
Bihar's Cabinet has approved the idea of a 336-km expressway connecting Buxar and Bhagalpur, but the alignment, cost, and construction timeline are all still to be determined through the DPR and transaction-advisory work now getting underway. Whether the promised 4–5-hour journey time becomes reality will depend on how rigorously that groundwork is done, long before any concessionaire breaks ground.
