Project Overview
An Indian appliances major and a Japanese compressor technology partner engaged IMARC Engineering to establish a greenfield room air conditioner rotary compressor manufacturing facility at Bawal Industrial Area in Rewari District, Haryana. The project was structured against the Government of India's PLI scheme for White Goods (Air Conditioners and LED Lights) — an INR 6,238 Crore corpus under which 64 manufacturers were approved — and within the broader policy context of India's structural AC market growth and the current import dependence for AC compressors, historically concentrated with Chinese, Thai, and Japanese suppliers.
The project involved establishing 3 million rotary compressors per annum for inverter-type room air conditioners, compatible with the R32 low-GWP refrigerant that has become the mainstream Indian AC refrigerant standard under the Montreal Protocol Kigali Amendment transition. Site infrastructure was designed for Phase 2 expansion with a scroll compressor line targeting the light commercial AC segment.
Client's Challenges
The client faced several specific challenges in establishing greenfield AC compressor manufacturing in India:
- Precision machining of compressor components: Engineering precision machining of the rotor, cylinder, crankshaft, and vane assemblies to tolerances required for reliable long-life compressor operation, with associated coordinate measuring, surface roughness, and dynamic balancing infrastructure.
- R32 refrigerant compatibility: Designing the compressor mechanical and lubrication system for the R32 low-GWP refrigerant that has become the mainstream Indian standard, with associated safety design considerations given R32's mild flammability classification.
- PLI Domestic Value Addition milestones: Meeting the PLI White Goods scheme's DVA milestones over the five-year scheme window, in a category where specialty electronic controllers and select bearing components remain imported, requiring deliberate localisation across castings, machining, motor windings, and assembly.
- BIS and BEE compliance: Securing Bureau of Indian Standards certification under BIS requirements applicable to compressors (currently IS 10617:2018, where applicable under the relevant QCO), while the finished room air conditioner is certified under IS 1391 by the OEM manufacturing the complete AC unit.
- Workforce build-up: Recruiting 420 personnel including precision machinists, quality engineers, and assembly technicians in Haryana's competitive appliance-manufacturing labour market that includes established auto and appliance clusters across Manesar, Bawal, and Gurugram.

Pre-Investment and Strategic Advisory
Our feasibility study evaluated Bawal (Haryana), Manesar (Haryana), Neemrana (Rajasthan), and Sri City (Andhra Pradesh) — with Bawal selected on the strength of its established appliance and auto-ancillary manufacturing ecosystem, dedicated 220 kV grid, proximity to Delhi-NCR consumption markets and the Kandla and Mundra ports for imported components, and the Haryana State Industrial and Investment Promotion Policy 2020 incentive structure. CapEx planning of INR 720 Crore covered the machining hall, assembly hall, testing area, warehouse, and central utilities, with cumulative PLI eligibility of approximately INR 74 Crore modelled across the five-year scheme window. Financial modelling demonstrated post-tax IRR of 19.4 percent at full ramp with a 5.8-year payback.

Engineering and Design Services
IMARC designed a 24,000 sq.m built-up facility on a 12-acre plot comprising the precision machining hall for rotor, cylinder, and crankshaft components, the motor winding and stator assembly area, the compressor final assembly and hermetic sealing lines, the performance testing area covering compressor efficiency and reliability testing per international AC compressor standards, the warehouse, and the central utility block. Process utility design covered 8 MW grid demand supplemented by a 2 MW captive rooftop solar array, dedicated compressed air and vacuum systems for the hermetic sealing process, R32 refrigerant handling infrastructure engineered for the mild-flammability safety classification, and HVAC providing controlled temperature and humidity across the precision machining and assembly zones.

Procurement and Supply Chain Support
We executed a multi-geography procurement programme across 48 critical vendors. Precision machining equipment including CNC machining centres, grinding machines, and honing systems was sourced from established Japanese and European specialists with documented compressor-industry references. Motor winding and stator assembly equipment was sourced from Japanese and Korean specialists, and compressor testing equipment from European and Indian specialists. Component sourcing was structured to optimise PLI DVA: castings from qualified Indian foundries, motor components including magnetic steel from Indian suppliers, machined components largely from in-house operation, and specialty electronic controllers and select bearing components from Japanese and European technical partners. PLI DVA reached 38 percent in Year-1 operations and 44 percent in Year-2 as the Indian supplier base development progressed.

Project Execution and Site Management
Our turnkey project management delivered 22 months from groundbreaking to first commercial dispatch, coordinating civil construction, mechanical and electrical erection, equipment integration, and phased commissioning. Phased commissioning ran the machining hall first, followed by motor winding and stator assembly, then final compressor assembly and hermetic sealing, and finally the performance testing area with progressive compressor-model qualification against Indian OEM customer specifications. Multi-vendor coordination across Japanese, European, Korean, and Indian contractors required a 16-strong owner's engineering team supplemented by 8 Japanese resident engineers from the technology partner during the machining and final assembly commissioning phases.

Compliance, Quality and Sustainability
IMARC led certification readiness across the Bureau of Indian Standards requirements applicable to compressors (currently IS 10617:2018, where applicable under the relevant QCO), while the finished room air conditioner is certified under IS 1391 by the OEM manufacturing the complete AC unit, Bureau of Energy Efficiency performance qualification enabling downstream AC OEM star-rating achievement, and ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018 management systems.
Environmental compliance covered Haryana State Pollution Control Board Consent to Establish and Operate, Hazardous Waste Authorisation for machining coolant and hermetic-sealing solder residues, and Extended Producer Responsibility commitments. The facility achieved IGBC Gold certification through 2 MW captive rooftop solar covering approximately 20 percent of facility daytime energy demand, 74 percent process water reclamation through closed-loop machining coolant recovery, and 20 percent lower facility energy intensity versus the Chinese AC compressor manufacturing industry benchmark.
Final Results

Operational Performance
The facility achieved mechanical completion in 22 months with first commercial compressor dispatch in month 23. Full 3 million-unit per annum nameplate capacity was reached at 78 percent utilisation by month 18 of operations, with sustained first-pass yield of 97.8 percent at compressor assembly and reliability performance meeting Indian OEM customer specifications. BIS alignment and BEE performance qualification for downstream AC OEM star-rating achievement were completed by Year-1, with OEM customer qualification audits successfully passed across the six Indian AC brands supplied.
Financial Outcomes
Final CapEx of INR 680 Crore delivered 5.6 percent savings against the INR 720 Crore budget through optimised civil packaging, disciplined Indian-fabrication leverage across the structural and clean-utility scope, and multi-vendor procurement under the PLI DVA framework. PLI White Goods disbursements commenced from Year-1 commercial production against the scheme's milestone structure, with cumulative scheme benefit of approximately INR 74 Crore modelled across the five-year window. Year-2 revenue of INR 1,050 Crore was generated at an EBITDA margin of 12 percent, consistent with white-goods component manufacturing economics in the Indian market.
Market Access
Long-term supply contracts were signed with six Indian AC OEMs covering aggregate annual offtake across inverter room AC compressor variants, with the facility becoming a qualified compressor supplier for star-rated AC units under the BEE energy-efficiency labelling framework. Selective export entries were established to regional AC assembly markets in South Asia and East Africa. The facility's output substitutes approximately 18 percent of India's annual AC compressor import demand at full ramp, contributing to the strategic objective of reducing import dependence for cooling-appliance components.
Sustainability Impact
Our integrated design, combining 2 MW captive rooftop solar covering approximately 20 percent of facility daytime energy demand, heat recovery from the compressor testing operations, variable-frequency drives across HVAC and process systems, and LED lighting throughout, achieves 20 percent lower facility energy intensity versus the Chinese AC compressor manufacturing industry benchmark. Process water reclamation reaches 74 percent through closed-loop machining coolant recovery. The facility holds IGBC Gold certification and operates end-of-life compressor take-back partnerships with the supplied AC OEM customer base, aligning to India's circular economy and refrigerant-recovery framework under the Kigali Amendment implementation.
Strategic Impact
The project established a meaningful greenfield AC compressor manufacturing capability under the PLI White Goods framework and contributes to India's structural cooling-component localisation trajectory. Year-2 revenue of INR 1,050 Crore, sustained 78 percent utilisation, six Indian OEM qualification audits successfully completed, and the secured PLI scheme participation led the client to approve Phase 2 expansion comprising a scroll compressor line targeting the light commercial AC segment.
