Project Overview

A consortium led by an Indian electronics manufacturing services (EMS) major and a Taiwanese-Korean Original Design Manufacturer (ODM) technology partner engaged IMARC Engineering to establish a greenfield notebook PC and tablet manufacturing facility within the Greater Noida Industrial Area in Gautam Buddha Nagar District, Uttar Pradesh. The project was structured against the Government of India's PLI scheme for IT Hardware 2.0 — an INR 17,000 Crore corpus across global brand-customer, Indian brand-customer, and contract-manufacturer categories under which 27 manufacturers were approved across the 2023 application round — and within the broader policy context of the Make in India IT Hardware initiative, the August 2023 import management framework for IT hardware (subsequently relaxed but creating significant policy signalling for domestic manufacturing), and the Government e-Marketplace (GeM) domestic procurement preference for IT hardware in central and state government procurement.

Driven by India's documented import dependence on notebook PCs and tablets — historically near-total reliance on Chinese, Vietnamese, and Taiwanese manufacturing — and the rapidly growing Indian consumption profile (Indian PC market shipments exceeded 14 million units in 2024 per industry analyst data, with strong education-segment, government, and commercial demand drivers), the client identified a strategic opportunity to establish a domestic IT hardware assembly capability under ODM contracts with global IT hardware brand owners and Indian brand-customer programmes. The project leveraged the Uttar Pradesh Industrial Investment & Employment Promotion Policy 2017 (and subsequent IT hardware-specific incentive amendments) and the forthcoming Jewar International Airport at YEIDA, which is expected to substantially improve North India air-cargo logistics for time-sensitive component imports and finished-goods exports.

The project involved establishing 1.2 million units per annum of integrated notebook PC and tablet assembly capacity (800,000 notebooks and 400,000 tablets) across consumer (entry to mainstream notebooks for retail channels), education (rugged variants for state government education procurement programmes), and commercial (business-class notebooks for corporate IT departments) segments, with site infrastructure designed for Phase 2 expansion adding all-in-one PC and convertible 2-in-1 product lines.

Client's Challenges

The client faced several specific challenges in establishing greenfield IT hardware manufacturing in India:

  • Bill-of-material import dependence: Operating in a product category where central processing units, GPUs, memory modules, display panels, batteries, storage devices, and wireless connectivity modules — typically representing 75 to 80 percent of bill-of-material cost — remain substantially imported from US, Korean, Japanese, and Taiwanese specialist suppliers; making PLI Domestic Value Addition difficult to achieve at high percentages and requiring deliberate localisation across every available BOM category.

  • SMT precision at production-line throughput: Engineering Surface Mount Technology assembly of complex notebook and tablet motherboards with components down to 0201 (0.6mm × 0.3mm) passive packages and 0.4mm-pitch BGA processor and memory packages, with associated Automated Optical Inspection (AOI), X-ray inspection for BGA solder joint verification, and in-circuit and functional test stations — at production rates supporting 1.2 million units annually across the SKU mix.

  • Pre-Investment and Strategic Advisory

Our feasibility study evaluated five candidate Indian locations — Greater Noida Industrial Area (Uttar Pradesh), Sriperumbudur cluster (Tamil Nadu), Greater Noida SEZ (Uttar Pradesh), Tiruvallur cluster (Tamil Nadu), and Hosur Industrial Estate (Tamil Nadu) — against 15 weighted criteria including IT hardware ecosystem maturity, proximity to international airports for time-sensitive component imports and finished-goods exports, dedicated 220 kV grid availability, state-level IT hardware manufacturing incentive depth, engineering and skilled technician talent pools, and proximity to brand-customer India operations.

Greater Noida Industrial Area was selected on the strength of its established North India electronics manufacturing supplier ecosystem (covering display assembly, plastic injection, sheet metal, and cable harness suppliers), proximity to Indira Gandhi International Airport at Delhi (approximately 65 kilometres), the forthcoming Jewar International Airport at YEIDA (under construction, expected commissioning in stages), Uttar Pradesh Industrial Investment and Employment Promotion Policy 2017 incentive eligibility, and access to the Delhi-NCR engineering talent base.

CapEx planning of INR 760 Crore covered the SMT and PCB assembly hall, the notebook final assembly hall, the tablet final assembly hall, software and firmware loading and customisation, the quality testing and burn-in zone, the warehouse and outbound logistics block, and the dedicated 220 kV substation. Our team led the PLI IT Hardware 2.0 contract-manufacturer category bid preparation that secured the project's scheme allocation, alongside Uttar Pradesh Industries Department investment approval, Greater Noida Industrial Development Authority plot allotment, and the brand-customer ODM partnership framework structuring.

Financial modelling demonstrated post-tax IRR of 23.6 percent at full ramp — driven by high asset turnover characteristic of IT hardware assembly despite thin EBITDA — with a 5.4-year payback inclusive of PLI accruals and the Uttar Pradesh state subsidy structure. Cumulative PLI eligibility was modelled at approximately INR 62 Crore across the six-year scheme window.

  • Engineering and Design Services

IMARC designed a 22,000 sq.m built-up facility on a 14-acre plot comprising the SMT and PCB assembly hall (6,800 sq.m housing eight high-speed SMT lines, in-line Automated Optical Inspection, X-ray inspection for BGA solder joint verification, and ICT/FCT test stations), the notebook final assembly hall (5,400 sq.m housing six parallel assembly lines for notebook PCs configured for rapid changeover across consumer, education, and commercial variants), the tablet final assembly hall (3,200 sq.m housing four parallel assembly lines for tablet variants), the software and firmware loading and customisation area (1,200 sq.m), the quality testing and electrical safety verification area (1,800 sq.m), the burn-in and reliability testing zone, and the warehouse including component cold-storage zones and finished-goods outbound staging.

Process utility design covered 6 MW grid demand from the dedicated 220 kV substation supplemented by a 1.4 MW captive rooftop solar array, ESD (Electrostatic Discharge) controlled environment throughout the SMT and final assembly zones meeting IEC 61340-5-1 ESD control standards, controlled humidity HVAC at 40 to 60 percent relative humidity in critical-component handling zones, dedicated dry-air supply for component storage with documented moisture protection per IPC/JEDEC J-STD-033 standards, and integrated MES (Manufacturing Execution System) infrastructure capable of per-SKU material genealogy tracking across 280 active SKUs at full ramp. Production line layouts were specified for high-mix rapid-style changeover, with each notebook assembly line supporting changeover within 12 minutes across consumer, education, and commercial variants — a rapid performance level critical to managing the brand-customer SKU mix economically.

  • Procurement and Supply Chain Support

We executed a multi-geography procurement programme across 58 critical vendors. SMT assembly equipment including high-speed pick-and-place, reflow ovens, AOI, and X-ray inspection was sourced from established Japanese and German specialists with documented installations at global IT hardware contract manufacturers. Final assembly line equipment was sourced from Taiwanese ODM-experienced equipment specialists with proven IT hardware assembly references at the major global ODM operators.

Test and reliability equipment including burn-in chambers, environmental test chambers, and electrical safety test systems was sourced from established Asian and European specialists. Software loading and customisation infrastructure was developed in-house under the technology partnership framework.

Component sourcing was deliberately structured to optimise PLI IT Hardware Domestic Value Addition within the constraints of a product category where central processing units, GPUs, memory modules, display panels, batteries, and wireless modules remain overwhelmingly imported. CPUs were sourced from established US chip suppliers under brand-customer-aligned long-term agreements; display panels from Korean, Taiwanese, and Japanese specialists; memory modules from Korean and US suppliers; lithium-ion batteries from Korean and Indian-Korean joint venture sources; and wireless connectivity modules from Taiwanese specialists.

Localisation focus was on the bill-of-material categories where Indian capability exists at the required quality and cost levels: chassis and structural metalwork from Indian sheet-metal and machining specialists, plastic injection mouldings from established Indian injection moulding suppliers, packaging materials from Indian packaging suppliers, peripheral cables and adapters from Indian cable assembly manufacturers, and final assembly, software loading, customisation, and packaging from the in-house operation itself. Vendor qualification protocols included on-site supplier audits, factory acceptance testing, full incoming component traceability, and brand-customer-mandated supplier qualification framework alignment. PLI DVA reached 24 percent in Year-1 operations and 28 percent in Year-2 as the Indian supplier base development progressed across mechanical, packaging, and cable assembly categories.

  • Project Execution and Site Management

Our turnkey project management delivered 20 months from groundbreaking to first commercial unit dispatch, coordinating civil construction, mechanical and electrical erection, ESD-controlled environment fit-out, equipment integration, and phased commissioning of the SMT, final assembly, and test zones. We managed construction of the SMT and PCB assembly hall, the notebook and tablet final assembly halls, the software loading and customisation area, the quality testing and burn-in zone, the warehouse and outbound logistics block, the central utility yard including dedicated substation and gas yards, and the brand-customer-visit area for ODM partner audits.

Phased commissioning ran the SMT lines first with progressive line-by-line qualification across the eight SMT lines, followed by notebook final assembly commissioning sequenced to receive the first qualified SMT-assembled motherboards, then tablet final assembly commissioning, and finally end-to-end product qualification through brand-customer ODM partner audits. Installation supervision ensured IT-hardware-grade specifications: SMT line solder paste deposition repeatability within ±15 micrometres, pick-and-place placement accuracy within ±25 micrometres for 0201-size components, reflow oven thermal profile uniformity within ±3°C across the conveyor, ESD compliance audited by independent third-party inspection across all production zones, and MES-driven serial-number traceability from SMT board through to finished unit dispatch. Multi-vendor coordination across Japanese, German, Taiwanese, Korean, and Indian contractors required a 14-strong owner's engineering team supplemented by 6 Taiwanese-Korean resident engineers from the ODM technology partner during the final assembly line commissioning and the brand-customer qualification audit campaigns.

  • Compliance, Quality and Sustainability

IMARC led certification readiness across the BIS Compulsory Registration Order (CRO) for safety under IS 13252 (Information Technology Equipment Safety) — secured across notebook and tablet product variants in Year-1 of commercial operations — STQC Common Criteria certification for government-procurement notebook variants, TEC certification for telecom-enabled tablet variants, ISO 9001:2015, ISO 14001:2015, ISO 45001:2018, and ISO/IEC 27001:2022 information security management system certifications, and brand-customer ODM supplier qualifications across three global IT brand owners through structured supplier-audit campaigns. The facility also secured Government e-Marketplace (GeM) supplier qualification for the education and government procurement product variants.

Environmental compliance covered Uttar Pradesh Pollution Control Board Consent to Establish and Operate, Hazardous Waste Authorisation for solder dross, spent flux, and end-of-life electronic component management (managed through licensed e-waste handlers under the E-Waste (Management) Rules 2022, which replaced the 2016 Rules effective April 2023), and Extended Producer Responsibility commitments for end-of-life IT hardware take-back across the supplied customer base.

The facility achieved IGBC Gold certification through 1.4 MW captive rooftop solar (covering approximately 18 percent of facility daytime energy demand), heat recovery from SMT reflow ovens and burn-in chambers delivering 2.8 GJ per hour of useful thermal energy, water reclamation at 68 percent of process intake through closed-loop cooling and ESD-zone humidity control recovery, variable-frequency drives across HVAC and process air systems, and 14 percent lower facility energy intensity versus the ASEAN IT hardware contract manufacturing industry benchmark per third-party comparative assessment.

Operational Performance

The facility achieved mechanical completion in 20 months with first commercial unit dispatch in month 21. Full 1.2 million unit per annum nameplate capacity was reached at 76 percent utilisation by month 18 of operations, with sustained first-pass yield of 98.6 percent at notebook PC level and 98.2 percent at tablet level. BIS CRO registration was secured across notebook and tablet variants in Year-1, STQC certification for government-procurement notebook variants secured by month 16, TEC certification for telecom-enabled tablets by month 18, and brand-customer ODM qualification audits passed across three global brand owners by month 22. Cumulative quality performance across the first operational year recorded zero major customer escalations, zero security-incident events under the ISO/IEC 27001 framework, and full MES-driven serial-number traceability across all units dispatched to brand-customer fulfillment networks.

Financial Outcomes

Final CapEx of INR 720 Crore delivered 5.3 percent savings against the INR 760 Crore budget through optimised civil packaging, deliberate Indian-fabrication leverage for the structural and ESD-controlled environment fit-out scope, the Greater Noida Industrial Development Authority infrastructure cost-sharing benefit, and disciplined multi-vendor procurement across the equipment supply base. PLI IT Hardware 2.0 disbursements commenced from Year-1 commercial production against the contract-manufacturer category milestone structure, with cumulative scheme benefit of approximately INR 62 Crore across the six-year window. Year-2 revenue of INR 2,130 Crore was generated at an EBITDA margin of 6 percent — consistent with IT hardware contract manufacturing economics where margins are structurally thin due to imported BOM dominance, with returns driven by high asset turnover rather than per-unit profitability — supported by the brand-customer ODM contract framework and the PLI-protected domestic and export pricing structure.

Market Access

ODM contracts were executed with three global IT brand owners covering committed annual offtake across notebook PC and tablet product variants for both Indian and selected global brand-customer fulfillment markets, alongside two Indian brand-customer programmes covering education-segment rugged notebook variants and commercial notebooks for corporate IT procurement. Government e-Marketplace (GeM) supplier qualification was secured within Year-1 enabling participation in central and state government education and IT procurement tenders. Selective export entries into global brand-customer fulfillment networks reached 18 percent of revenue by Year-2, covering shipments to the brand-customers' regional fulfillment hubs in Southeast Asia and the Middle East under the brand-customers' own logistics and channel frameworks.

Sustainability Impact

Our integrated design — combining 1.4 MW captive rooftop solar covering approximately 18 percent of facility daytime energy demand, heat recovery from SMT reflow ovens and burn-in chambers delivering 2.8 GJ per hour of useful thermal energy, variable-frequency drives across HVAC and process air systems, controlled-humidity HVAC engineered for IT hardware assembly air quality at minimum energy intensity, and LED lighting throughout — achieves 14 percent lower facility energy intensity versus the ASEAN IT hardware contract manufacturing industry benchmark, saving approximately INR 8 Crore annually in energy operating costs.
