Project Overview
An Indian heavy engineering conglomerate and a European rail technology partner engaged IMARC Engineering to establish a greenfield rail rolling stock manufacturing facility in Paschim Bardhaman District, West Bengal.
The project was structured against the convergence of three policy frameworks: the National Rail Plan released by the Ministry of Railways targeting substantial modal share improvement for rail freight and doubling of passenger rail capacity by 2030; the Metro Rail Policy 2017 issued by the Ministry of Housing and Urban Affairs governing metro rail projects across the 15-plus Indian cities in various stages of metro rail expansion; and the Public Procurement (Preference to Make in India) Order 2017 with rail rolling stock local content thresholds administered by the Ministry of Railways.
The project involved establishing 360 rail coaches per annum across three product families, metro rail coaches for the ongoing city metro corporation procurement pipeline, electric multiple unit (EMU) sub-urban rail coaches for Indian Railways' suburban network modernisation, and Vande Bharat trainset sub-assemblies supplied under the Ministry of Railways' 400-trainset procurement programme. Site infrastructure was designed for Phase 2 expansion adding high-speed rail coach assembly and electric locomotive assembly capabilities.
Client's Challenges
The client faced several specific challenges in establishing greenfield rail rolling stock manufacturing in India:
- Coach body precision fabrication: Engineering precision fabrication of stainless steel and aluminium coach body shells to the dimensional tolerances required for the metro, EMU, and Vande Bharat product families, with associated laser cutting, forming, welding, and structural assembly infrastructure supporting the differing product-family design specifications.
- Bogie and running gear integration: Engineering and assembling bogies, primary and secondary suspension systems, and the associated running gear to the tolerances required for reliable rolling stock operation across metro, sub-urban, and semi-high-speed applications with the associated dynamic testing infrastructure.
- Traction and auxiliary electrical integration: Coordinating traction motor, propulsion converter, auxiliary converter, and train management system integration under the technology partnership framework, with the associated software and firmware integration and interoperability testing across the varying customer signalling system requirements.
- RDSO approval pathway: Securing Research Designs and Standards Organisation (RDSO) approvals across the metro, EMU, and Vande Bharat sub-assembly product families, the required certification pathway for Indian Railways and central metro corporation procurement participation.
- PPP-MII local content certification: Achieving Public Procurement (Preference to Make in India) Order Class-I local supplier status through documented achievement of the Ministry of Railways-notified rail rolling stock local content thresholds, essential for participation in central and state metro corporation, and Indian Railways.
- Workforce build-up: Recruiting 620 personnel including rail rolling stock engineers, precision welding technicians, coach body assembly specialists, electrical integration engineers, and quality specialists in the Durgapur regional labour market that also hosts the surrounding heavy engineering ecosystem including Durgapur Steel Plant (SAIL) and the broader West Bengal industrial base.

Pre-Investment and Strategic Advisory
Our feasibility study evaluated different Indian locations from West Bengal and Maharashtra, with Paschim Bardhaman district, West Bengal selected on the strength of the surrounding heavy engineering ecosystem (Durgapur Steel Plant SAIL, MAMC heritage, established rail wagon manufacturing supplier base), proximity to Kolkata and Haldia ports for imported specialty component logistics, the West Bengal Industrial Policy 2018 incentive structure, established rail freight connectivity to metro and Indian Railways deployment corridors, and access to engineering talent from IIT Kharagpur, NIT Durgapur, and the surrounding engineering education base.
CapEx planning of INR 1,240 Crore covered the coach body fabrication and welding hall, the bogie manufacturing and assembly area, the coach final assembly bays, the paint and finishing area, the dynamic testing infrastructure, the warehouse, and central utilities. Financial modelling demonstrated post-tax IRR of 21.4 percent at full ramp with a 5.6-year payback.

Engineering and Design Services
IMARC designed a 52,000 sq.m built-up facility on a 28-acre plot comprising the coach body fabrication and welding hall (18,000 sq.m housing laser cutting, forming, robotic welding, and structural sub-assembly infrastructure), the bogie manufacturing and assembly area (8,400 sq.m), the coach final assembly bays (12,000 sq.m with dedicated bays for each product family enabling parallel assembly campaigns), the paint and finishing area, the dynamic testing infrastructure covering static and rolling qualification of completed coaches, the warehouse and outbound rail-siding logistics area, and the central utility yard.
Process utility design covered 8 MW grid demand supplemented by a 2.4 MW captive rooftop solar array, dedicated compressed air and hydraulic systems for the coach body welding and final assembly operations, precision temperature and humidity HVAC across the electrical integration and paint zones, integrated MES for coach-level lot traceability, and dedicated rail siding connectivity for both incoming component logistics and outgoing finished coach dispatch.

Procurement and Supply Chain Support
We executed a multi-geography procurement programme across 62 critical vendors. Coach body fabrication equipment including laser cutting, robotic welding, and forming systems was sourced from established European specialists with documented rail rolling stock industry references. Bogie manufacturing and assembly equipment was sourced from European specialists. Paint and finishing systems were sourced from European specialists with documented rail industry references. Dynamic testing infrastructure was sourced from European rail equipment specialists.
Component sourcing was structured to maximise Public Procurement (Preference to Make in India) local content: stainless steel and aluminium coach body materials from Indian metal specialists including the adjacent Durgapur Steel Plant, structural elements and forgings from Indian heavy engineering suppliers, coach interior fittings and seating from established Indian rail industry suppliers, wiring and electrical harness from Indian specialists, and specialty electronics including train management systems and CBTC signalling interface components from European technology partner and international specialists. PPP-MII documented local content reached 68 percent in Year-1 operations and 74 percent in Year-2 as the Indian supplier ecosystem developed.

Project Execution and Site Management
Our turnkey project management delivered 24 months from groundbreaking to first commercial coach dispatch, coordinating civil construction, mechanical and electrical erection, dynamic testing infrastructure installation, equipment integration, and phased commissioning across the coach body, bogie, final assembly, and testing zones.
Phased commissioning ran the coach body fabrication hall first, followed by the bogie manufacturing area, then the final assembly bays with RDSO-supervised qualification builds across the metro, EMU, and Vande Bharat sub-assembly product families, and finally the dynamic testing infrastructure. Multi-vendor coordination across European, Japanese, and Indian contractors required a 22-strong owner's engineering team supplemented by 12 European resident engineers from the rail technology partner during the coach body welding and dynamic testing commissioning phases.

Compliance, Quality and Sustainability
IMARC led certification readiness across Research Designs and Standards Organisation (RDSO) approvals under the applicable Indian Railways specifications for metro, EMU, and Vande Bharat sub-assembly product families, completed for each product family in Year-1 of commercial operations, Public Procurement (Preference to Make in India) Order Class-I local supplier certification through documented achievement of the Ministry of Railways-notified local content thresholds, BIS product certifications where applicable, EN 45545 railway rolling stock fire safety standard verification (applicable to metro coaches supplied to selected corporation customers), and ISO 9001:2015, ISO 14001:2015, ISO 45001:2018, and ISO 50001:2018 management system certifications.
Environmental compliance covered West Bengal Pollution Control Board Consent to Establish and Operate, Hazardous Waste Authorisation for coach body welding and paint operations residues, and Extended Producer Responsibility commitments for end-of-life rail rolling stock material recovery.
The facility achieved IGBC Gold certification through 2.4 MW captive rooftop solar covering approximately 22 percent of facility daytime energy demand, 68 percent process water reclamation through closed-loop paint booth water recovery, heat recovery from welding and paint booth operations, and 18 percent lower facility energy intensity versus the ASEAN rail rolling stock industry benchmark.
Final Results

Operational Performance
The facility achieved mechanical completion in 24 months with first commercial coach dispatch in month 25. Full 360 coach per annum nameplate capacity was reached at 76 percent utilisation by month 20 of operations, with sustained first-pass acceptance of 98.2 percent across the coach product portfolio.
RDSO approvals were secured across the metro, EMU, and Vande Bharat sub-assembly product families in Year-1, PPP-MII Class-I local supplier certification was completed by month 16, and successful supplier qualification audits were passed with two central metro corporations, Indian Railways EMU procurement programme, and one Vande Bharat trainset consortium across the first operational year.
Financial Outcomes
Final CapEx of INR 1,180 Crore delivered 4.8 percent savings against the INR 1,240 Crore budget through optimised civil packaging, disciplined Indian-fabrication leverage across the coach body structural and utility scope, adjacency benefits from the Durgapur Steel Plant material supply proximity, and multi-vendor procurement under the PPP-MII local content framework.
Year-2 revenue of INR 1,780 Crore was generated at an EBITDA margin of 12 percent, consistent with established Indian rail rolling stock manufacturer reporting and supported by the strong central metro corporation and Indian Railways EMU order book alongside the Vande Bharat sub-assembly consortium supply pipeline.
