Project Overview

A Tier-1 automotive supplier, in partnership with a Japanese powertrain technology licensor, engaged IMARC Engineering to establish a greenfield electric motor and integrated e-axle manufacturing facility in Mexico's Querétaro automotive corridor.

Driven by the United States–Mexico–Canada Agreement (USMCA) Regional Value Content requirements rising to 75% for core automotive parts and the United States Inflation Reduction Act's Section 45X advanced manufacturing production credit, the client identified a strategic opportunity to localise powertrain production for North American electric passenger vehicle and light commercial vehicle OEMs, capturing demand that had previously been sourced from Asia.

The project involved establishing a 240,000-unit per annum facility producing permanent magnet synchronous motors (PMSM) and integrated e-axles, motor, single-speed reducer, and SiC inverter, across three product families for passenger EV, electric pickup truck, and light commercial van applications, with site infrastructure designed for Phase 2 expansion to 360,000 units.

Client's Challenges

The client faced several specific challenges in establishing greenfield e-axle manufacturing under nearshoring constraints:

  • USMCA RVC compliance: Achieving 75% Regional Value Content under USMCA Article 4.5 across complex multi-tier bills of material, including localising electrical steel, copper, and rare-earth magnets historically sourced from East Asian suppliers.
  • Precision tolerances: Stator and rotor manufacturing requiring concentricity tolerances of ±5 µm, hairpin winding placement accuracy of ±0.1 mm, and rotor balancing to G2.5 grade, substantially tighter than legacy ICE powertrain manufacturing equivalents.
  • IATF and IRA dual readiness: Simultaneous compliance with IATF 16949 automotive quality management, Inflation Reduction Act Section 45X qualifying component sourcing rules, and customer-specific PPAP requirements across four parallel OEM qualification streams.
  • Skilled labour pipeline: Querétaro's automotive cluster offered an ICE-trained workforce but limited e-mobility experience, particularly in hairpin winding, electrical end-of-line testing, and SiC inverter calibration.
  • Magnet supply security: Neodymium-iron-boron magnets concentrated 87% in Chinese production, creating geopolitical exposure and IRA Section 45X non-qualification risk.
  • Concurrent multi-OEM qualification: Four OEM PPAP cycles running in parallel within the commissioning window, each with distinct customer-specific run-at-rate, capability study, and dimensional layout requirements.

What We Did

  • Pre-Investment and Strategic Advisory

Our feasibility study evaluated four candidate locations — Querétaro, Monterrey (Nuevo León), San Luis Potosí, and Saltillo (Coahuila), against 15 weighted criteria including OEM cluster proximity, port access for European equipment imports, grid reliability, IMMEX permit availability, state-level incentives, and engineering talent pipelines. Querétaro was selected on the strength of its established Tier-1 ecosystem (Bombardier Aerospace, Continental, Bosch), proximity to Bajío region OEM plants, access to the Universidad Aeronáutica en Querétaro engineering pipeline, and an IMMEX duty-deferral structure aligned with USMCA cross-border flows.

CapEx planning of USD 300 Million covered precision-machining floors, stator winding and rotor stacking equipment, e-axle final assembly, end-of-line dynamometers, and IT/OT infrastructure for Industry 4.0 readiness. We led the Querétaro Development Corporation engagement that secured a state-level employment subsidy of MXN 92 Million, alongside IMMEX permit, IRA Section 45X eligibility advisory, and ProMéxico investment registration. Financial modelling demonstrated IRR of 21.4% at full ramp with a payback of 5.9 years inclusive of IRA tax credits.

  • Engineering and Design Services

IMARC designed a 48,000 sq.m built-up facility across stator manufacturing, rotor lamination stacking and magnet insertion, e-axle final assembly, end-of-line testing, and warehouse logistics. The precision-machining bay was engineered on independent vibration-damped foundations limiting floor velocity to 10 µm/s RMS to meet ISO 10816 Class 1 specifications. Magnet handling areas operated as Grade D cleanroom envelopes with controlled humidity (30% RH maximum) to prevent NdFeB oxidation.

Plant layout incorporated 4 stator winding lines (Marsilli hairpin technology), 8 rotor lamination stacking cells, 6 magnet insertion stations, 12 e-axle assembly cells, and 18 end-of-line test stands with regenerative back-to-back dynamometers (up to 350 kW peak, 18,000 rpm). Utility design covered 28 MW of contracted demand with 6 MW dedicated solar rooftop, dual-source 12 MLD process water with closed-loop recycling, central dry compressed air, and a dedicated 115 kV substation. Industry 4.0 backbone was specified at the design stage: time-sensitive networking (TSN) shop floor LAN, OPC-UA interoperability across all machines, and edge computing capacity for SPC and predictive maintenance analytics.

  • Procurement and Supply Chain Support

We executed a USMCA-compliant procurement programme across 78 critical vendors. Hairpin stator winding lines were sourced from Italian and German specialists, rotor lamination stacking from Austrian and German OEMs, e-axle assembly cells from a Japanese powertrain technology partner, and dynamometers from Spanish and German test-bench specialists. Civil, MEP, and clean-utility packages were awarded to qualified Mexican contractors with documented automotive Tier-1 track records.

Rare-earth magnet sourcing strategy combined long-term offtake agreements with three non-Chinese suppliers, including Australian, US, and Japanese sources, covering 5,400 MT cumulative across five years to secure both IRA Section 45X qualification and supply diversification. Electrical steel was sourced from US and Mexican mills under USMCA-compliant flows, copper from regional South American refiners, and SiC power modules from a qualified German supplier with documented USMCA RVC contribution.

Vendor qualification protocols included supplier audits, FAT and SAT validation packages, PPAP-aligned incoming material specifications, and traceability systems compliant with USMCA Annex 4-B documentation requirements.

  • Project Execution and Site Management

Our turnkey project management delivered 26 months  from groundbreaking to commissioning, coordinating civil construction, precision-machining foundation works, equipment import logistics across three continents, and integrated commissioning of 320+ machines including 38 CNC machining centres. We managed construction of the main production block (32,000 sq.m), end-of-line test hall (4,800 sq.m), magnet handling cleanroom (1,200 sq.m), and central utility block.

Installation supervision ensured automotive-grade specifications: ISO 10816 Class 1 vibration compliance on precision-machining floors, copper bus-bar electrical infrastructure to support 18 dynamometer stands at 350 kW each, validated environmental monitoring with 184 fixed sensors, and OT/IT integration logging 1.4 million data points per shift across MES, SPC, and predictive maintenance systems.

Multi-vendor coordination across Italian, German, Austrian, Japanese, Spanish, and Mexican contractors required parallel-track execution protocols, weekly integration reviews, and a dedicated 26-strong owner's engineering team on site with embedded resident engineers from three major OEMs during PPAP run-at-rate validations.

  • Performance Improvement and Optimization

IMARC designed and commissioned an integrated Industry 4.0 stack from day one, moving beyond conventional commissioning into active OEE improvement during ramp-up. A Manufacturing Execution System (MES) with real-time SPC was deployed across 28 critical-to-quality parameters, with automated rejection of out-of-control lots and closed-loop machine adjustment for 14 parameters. A digital twin of the e-axle assembly line enabled line-balancing optimisation that lifted theoretical takt by 9% versus initial design before first commercial production.

Predictive maintenance was implemented on all 38 CNC machining centres, 18 dynamometers, and 12 assembly cells using vibration analytics, motor current signatures, and thermal imaging, reducing unplanned downtime by 64% versus benchmark. 12 autonomous mobile robots (AMRs) replaced manual material movement for sub-assembly transfer between machining and assembly, cutting WIP inventory by 38%.

Energy management used variable-frequency drives across all motor loads with regenerative energy capture from dynamometer braking, returning 2.3 MW back to the facility grid at full test-cell utilisation. Productivity benchmarking established OEE target of 88% versus an industry benchmark of 75%, achieved by month 12 of operations.

  • Compliance, Quality and Sustainability

IMARC led certification readiness across IATF 16949 automotive quality management, ISO 9001/14001/45001, and concurrent customer-specific PPAP requirements for four OEMs. We implemented an integrated quality system with run-at-rate validation, full Process Capability (Cpk ≥ 1.67) demonstration on critical-to-quality features, automated dimensional CMM verification, and dynamic balancing certification of every rotor.

USMCA Article 4.5 RVC certification was secured at 78%, three points above the threshold, through bill-of-material re-engineering, supplier sourcing reconfiguration, and full documentation under Annex 4-B traceability rules.

Environmental compliance covered SEMARNAT clearance, Querétaro state environmental licence, and Hazardous Waste Management Authorisation for cutting fluids and electrical insulating materials. The facility achieved LEED Gold certification through a 22% renewable energy share via 6 MW captive solar, water recycling recovering 84% of process intake, and 28% lower embedded carbon versus the imported powertrain LCA benchmark.

Year-1 revenue of USD 480 Million was generated against off-take agreements covering 215,000 units annually, with the Querétaro state employment subsidy of MXN 92 Million realised in full.
