Project Overview
An Indian electrical equipment engineering major and a European transformer technology partner engaged IMARC Engineering to establish a greenfield distribution transformer manufacturing facility at Bhubaneswar, Odisha. The project was structured against the Government of India's Revamped Distribution Sector Scheme (RDSS) launched by the Ministry of Power in July 2021 with a total scheme outlay of INR 3.04 lakh Crore, covering 45 utilities across 28 states and Union Territories, targeting the modernisation of Indian electricity distribution infrastructure through smart metering, distribution transformer replacement and augmentation, feeder monitoring, and comprehensive distribution asset upgrades to reduce Aggregate Technical and Commercial (AT&C) losses toward the scheme's 12-to-15 percent target band from the FY 2024-25 level of 16.16 percent.
The scheme's structural demand pull is validated by the fresh 2026 progress reporting: the Ministry of Power's Standing Committee on Energy and Parliament submissions confirmed that against a sanctioned target of 20.33 crore smart meters (comprising 19.79 crore consumer meters, 52.53 lakh distribution transformer meters, and 2.05 lakh feeder meters) alongside comprehensive distribution asset upgrades, approximately 6 crore smart meters had been installed by early August 2026 (approximately 29.5 percent of the sanctioned target), with the RDSS sunset date extended by two years to 31 March 2028 (from the original 31 March 2026) to enable completion of the sanctioned scope. The Union Budget FY 2026-27 substantially increased the annual allocation for RDSS, reflecting the Government's commitment to accelerated distribution infrastructure modernisation across the remaining scheme window.
The project involved establishing 24,000 distribution transformers per annum of manufacturing capacity across the 100 kVA, 250 kVA, 500 kVA, 1000 kVA, and 2500 kVA rating range covering oil-immersed and hermetically-sealed distribution transformer variants for rural, urban, semi-urban, and industrial deployment with matched CRGO (Cold-Rolled Grain-Oriented) electrical steel supply chain integration drawing on the adjacent Kalinganagar CRGO steel manufacturing ecosystem in Odisha. Site infrastructure was designed for Phase 2 expansion adding dry-type and cast-resin distribution transformer product lines for the urban distribution and metro-rail segment.
Client's Challenges
The client faced several specific challenges in establishing greenfield distribution transformer manufacturing in India:
- CRGO electrical steel supply chain integration: Structuring a resilient supply of CRGO electrical steel a specialty grain-oriented silicon steel with precise magnetic properties required for transformer core efficiency with associated grade specifications aligned with the BIS IS 3024 electrical steel standard and integration with the adjacent Kalinganagar CRGO manufacturing ecosystem alongside the historic import share from Japanese and European specialty steel producers.
- Multi-rating product portfolio engineering: Engineering the five-rating product family across 100 kVA to 2500 kVA distribution transformer capacities with the associated core-and-coil design across the range, tap-changer integration, oil-immersed and hermetically-sealed variant tooling, and dielectric performance verification required for BIS IS 1180 and IS 2026 compliance across the product portfolio.
- BEE Star Rating and RDSS compliance: Achieving Bureau of Energy Efficiency Star Rating certification across the distribution transformer product families under the Ministry of Power BEE Energy Efficiency Level framework required credentials for state DISCOM procurement under RDSS alongside BIS IS 1180 (outdoor oil-immersed distribution transformer) and BIS IS 15693 (distribution transformer testing) verification.
- Multi-DISCOM tender coordination: Coordinating multi-state DISCOM tender participation across 10-plus state DISCOMs each running distinct RDSS-linked procurement processes with varying technical, commercial, and installation-and-commissioning terms a coordination complexity that structurally favours manufacturers with dedicated DISCOM-tender-management capability alongside strong technical documentation and after-sales infrastructure.
- Copper winding and specialty component supply: Managing supply of copper conductor for the transformer windings and specialty components including tap-changers, bushings, breather assemblies, and pressure-relief devices under structured long-term supply arrangements categories that combine substantial Indian production base with select specialty imports for high-rating and specialty product variants.
- Workforce build-up: Recruiting 300 personnel including transformer design engineers, coil winding specialists, tank fabrication welders, quality technicians, and skilled assembly operators in the Bhubaneswar regional labour market that hosts the emerging Odisha electrical equipment ecosystem alongside the surrounding steel and electronics industry base.
