Project Overview

An Indian semiconductor consortium and a Japanese sensor technology partner engaged IMARC Engineering to establish a greenfield semiconductor Assembly, Testing, Marking and Packaging (ATMP) facility for MEMS (Micro-Electro-Mechanical Systems) sensors and matched signal conditioning ICs in the region of Ernakulam District, Kerala.

The project was structured against the Government of India's India Semiconductor Mission specifically the Modified Scheme for Compound Semiconductors, Silicon Photonics, Sensors Fab and Semiconductor ATMP facilities, which provides up to 50 percent capital expenditure support for approved projects and within the broader context of India's rapidly growing automotive electronics demand driven by ADAS regulatory mandates and industrial IoT sensor demand across Indian manufacturing.

The project involved establishing 480 million units per annum of automotive-grade MEMS sensor and signal conditioning IC packaging capacity across pressure sensors (for engine management, tyre pressure monitoring, and battery pack applications), inertial sensors (accelerometers and gyroscopes for stability control and rollover detection), and magnetic sensors (for position sensing across steering, transmission, and brake applications), with matched signal conditioning ICs for each sensor family. Site infrastructure was designed for Phase 2 expansion adding a silicon carbide (SiC) power device packaging capability aligned with the EV and renewable energy inverter demand pipeline.

Client's Challenges

The client faced several specific challenges in establishing greenfield semiconductor sensor ATMP manufacturing in India:

  • MEMS packaging precision at automotive scale: Engineering high-throughput MEMS die attach, wire bonding, molding, and testing to the precision required for MEMS packaging — with associated cleanroom infrastructure, precision handling equipment, and burn-in and reliability testing capability supporting 480 million units per annum.
  • Wafer supply security: Structuring the resilient supply chain for MEMS sensor wafers and companion signal conditioning wafers under long-term agreements with specialty foundries (given that India does not yet operate MEMS wafer fabrication), covering both the near-term Phase 1 packaging demand and the longer-horizon Phase 2 SiC power device wafer supply pathway.
  • Automotive AEC-Q qualification: Achieving Automotive Electronics Council qualification protocols including temperature cycling, high-temperature operating life, humidity, and mechanical stress testing across the product portfolio, an extended-duration qualification pathway that defines the automotive customer market entry timeline.
  • ISM Modified Scheme milestone tracking: Meeting the India Semiconductor Mission Modified Scheme's investment, production, and Domestic Value Addition milestones across the scheme window, aligned with the tri-partite framework spanning the central Government, the Kerala state Government, and the approved manufacturer.
  • Cleanroom and utility integrity: Establishing ISO Class 6 and Class 7 cleanroom envelopes across the die attach, wire bonding, and testing zones with associated HEPA/ULPA filtration, precision temperature and humidity controls, ultra-pure water and gas supply, and comprehensive ESD protection, utility-integrity requirements substantially more demanding than conventional electronics assembly.
  • Workforce build-up: Recruiting 620 personnel including MEMS packaging engineers, cleanroom operators, test and reliability engineers, and quality specialists in the Kochi and broader Kerala engineering talent ecosystem that includes Technopark Thiruvananthapuram, CUSAT, and the surrounding engineering education base.

What We Did

  • Pre-Investment and Strategic Advisory

Our feasibility study evaluated eligible locations from four candidate Indian states-Kerala, Andhra Pradesh, Karnataka, and Maharashtra, with Kerala selected on the strength of the established SEZ regulatory framework and customs-duty exemption on imported semiconductor wafers, proximity to Kochi Port and Cochin International Airport for time-sensitive component logistics, the Kerala Electronics Manufacturing Policy 2019 supplemented by additional state-level incentives for semiconductor investment, access to the emerging Kerala electronics talent ecosystem, and the Kerala state Government's active engagement in supporting the first sizeable ISM-approved project in the state.

CapEx planning of INR 1,820 Crore covered the cleanroom envelope, the die attach and wire bonding equipment, the molding and singulation lines, the automated testing and burn-in infrastructure, the reliability laboratory, the warehouse, and central utilities. Financial modelling demonstrated post-tax IRR of 24.6 percent at full ramp with a 4.8-year payback inclusive of the ISM Modified Scheme capital expenditure support and the SEZ tax benefits.

  • Engineering and Design Services

IMARC designed a 36,000 sq.m built-up facility on a 14-acre plot comprising the ISO Class 6 die attach and wire bonding cleanroom (12,000 sq.m housing multiple parallel packaging lines for the pressure sensor, inertial sensor, magnetic sensor, and signal conditioning IC families), the ISO Class 7 molding and singulation area (5,400 sq.m), the automated testing hall (7,200 sq.m housing test handlers for both wafer-level and package-level testing), the burn-in and reliability laboratory (3,200 sq.m), the specialty gas and chemistry yard, the wafer and finished-goods warehouse, and the central utility block.

Process utility design covered 12 MW grid demand supplemented by a 3 MW captive rooftop solar array, ultra-pure water at 18.2 MΩ·cm resistivity (240 m³/hr design capacity), specialty gases including nitrogen, argon, forming gas, and oxygen at semiconductor-grade purity levels, comprehensive ESD protection meeting IEC 61340-5-1 standards, precision temperature and humidity HVAC across all cleanroom zones with tight tolerances, and integrated MES for die-level and package-level lot traceability.

  • Procurement and Supply Chain Support

We executed a multi-geography procurement programme across 72 critical vendors. Die attach, wire bonding, molding, and singulation equipment was sourced from established Japanese, European, and Southeast Asian semiconductor equipment specialists with documented references at global MEMS ATMP operators.

Automated testing infrastructure covering wafer test, final test, and burn-in was sourced from US, Japanese, and European semiconductor test equipment specialists. Cleanroom envelope and utility integrity infrastructure was sourced from a combination of European and Indian specialty contractors with documented semiconductor project track records. MEMS sensor wafers and companion signal conditioning wafers were secured under structured long-term agreements with specialty foundries for the Phase 1 packaging demand.

Localisation focus was on the bill-of-material categories where Indian capability exists at semiconductor-grade quality: leadframes and mold compounds from Indian specialty electronics materials suppliers, packaging substrates from qualified Indian PCB fabricators for selected package types, structural elements from Indian precision fabricators, and assembly and test operations largely from the in-house operation. Domestic Value Addition reached 36 percent in Year-1 operations and 42 percent in Year-2 as the local supplier ecosystem developed.

  • Project Execution and Site Management

Our turnkey project management delivered 24 months from groundbreaking to first commercial dispatch, coordinating civil construction, mechanical and electrical erection, cleanroom envelope installation, semiconductor-grade utility installation, equipment integration, and phased commissioning across the die attach, wire bonding, molding, testing, and reliability zones.

Phased commissioning ran the die attach and wire bonding cleanroom first (as the critical-path bottleneck for first product qualification), followed by molding and singulation, then automated testing, and finally burn-in and reliability testing with AEC-Q automotive qualification campaigns across the sensor product families.

Multi-vendor coordination across Japanese, European, US, Southeast Asian, and Indian contractors required a 22-strong owner's engineering team supplemented by 12 Japanese resident engineers from the sensor technology partner during the wire bonding, molding, and AEC-Q qualification phases.

  • Compliance, Quality and Sustainability

IMARC led certification readiness across the Automotive Electronics Council qualification standards, completed for each product family in Year-1 of operations, IATF 16949:2016 automotive quality management system certification, ISO 9001:2015, ISO 14001:2015, ISO 45001:2018, and ISO 50001:2018 management system certifications, BIS product certifications where applicable, and end-application automotive OEM supplier qualification frameworks.

Environmental compliance covered Kerala State Pollution Control Board Consent to Establish and Operate, Hazardous Waste Authorisation for semiconductor process residues (managed through dedicated treatment streams), and Extended Producer Responsibility commitments for end-of-life electronic component management.

The facility achieved IGBC Gold certification through 3 MW captive rooftop solar covering approximately 20 percent of facility daytime energy demand, 76 percent process water reclamation through closed-loop ultra-pure water polishing and cooling recycling, and 22 percent lower facility energy intensity versus the Southeast Asian semiconductor ATMP industry benchmark.

Operational Performance

The facility achieved mechanical completion in 24 months with first commercial dispatch in month 25. Full 480 million-unit per annum nameplate capacity was reached at 78 percent utilisation by month 20 of operations, with sustained first-pass yield of 98.4 percent across the sensor product portfolio.

AEC-Q qualification was completed for each product family in Year-1, IATF 16949 certification was secured by month 15, and successful supplier qualification audits were passed with four Indian automotive OEMs, two Tier-1 auto components suppliers, and one industrial IoT customer across the first operational year.

Financial Outcomes

Final CapEx of INR 1,720 Crore delivered 5.5 percent savings against the INR 1,820 Crore budget through optimised civil packaging, disciplined Indian-fabrication leverage across the cleanroom shell and structural scope, and multi-vendor procurement. India Semiconductor Mission Modified Scheme capital expenditure support was disbursed against the scheme's construction and ramp-up milestone structure, materially reducing the client's effective net investment position.

Year-2 revenue of INR 1,880 Crore was generated at an EBITDA margin of 18 percent, consistent with semiconductor ATMP Year-2 economics where the plant is still progressing along its yield learning curve toward mature-plant margin levels.

Market Access

Long-term supply contracts were signed with four Indian automotive OEMs covering committed annual offtake across engine management, safety, and stability control sensor demand, two Tier-1 auto components suppliers for downstream ADAS and body electronics applications, and one industrial IoT customer for industrial automation and condition monitoring applications.

Export share reached 18 percent of revenue by Year-2 through entries into ASEAN automotive Tier-1 markets where Indian-manufactured automotive-grade MEMS packaging is structurally cost-competitive. The facility positioned itself as the first sizeable Indian-manufactured source of automotive-grade MEMS sensors, aligning with the emerging ADAS regulatory mandate and the EV motor and traction demand pipeline.

Sustainability Impact

Our integrated design, combining 3 MW captive rooftop solar covering approximately 20 percent of facility daytime energy demand, heat recovery from burn-in operations and cleanroom HVAC systems, variable-frequency drives across process pump and fan systems, precision cleanroom envelope engineered for minimum air change rates consistent with cleanliness class targets, and LED lighting throughout, achieves 22 percent lower facility energy intensity versus the Southeast Asian semiconductor ATMP industry benchmark.

Process water reclamation reaches 76 percent through closed-loop ultra-pure water polishing and cooling recycling. The facility holds IGBC Gold certification and operates end-of-life electronic component take-back partnerships with the supplied automotive OEM customer base aligned with the E-Waste (Management) Rules 2022 framework.

Strategic Impact

The project established the first sizeable Indian semiconductor ATMP facility focused on automotive-grade MEMS sensors under the India Semiconductor Mission Modified Scheme framework, positioning the client at the intersection of India's rapidly growing automotive electronics demand (driven by ADAS regulatory mandates and the EV motor and traction transition) and the emerging Indian semiconductor value chain build-out.
