Project Overview

An Indian auto components major and a European braking technology partner engaged IMARC Engineering to establish a greenfield advanced automotive braking systems manufacturing facility within the SIDCUL Industrial Area at Rudrapur, Udham Singh Nagar District, Uttarakhand. The project was structured against the Government of India’s PLI scheme for Automobile and Auto Components, an INR 25,938 Crore corpus covering advanced automotive technology categories under which 75 component champion and 20 OEM champion manufacturers were approved, and within the broader regulatory context of the Central Motor Vehicles Rules 1989 mandate on Anti-Lock Braking Systems (ABS) for all passenger vehicles effective April 2019 and the anticipated Electronic Stability Control (ESC) regulatory transition.

The project involved establishing 2.4 million units per annum across the advanced braking system product portfolio, ABS controllers, ESC modules, electro-hydraulic brake actuators, and precision-machined master cylinders, targeting Indian passenger vehicle and light commercial vehicle OEMs alongside the export aftermarket to ASEAN and Middle East destinations. Site infrastructure was designed for Phase 2 expansion adding electric parking brake and brake-by-wire assembly lines aligned with the industry's electrification trajectory.

Client's Challenges

The client faced several specific challenges in establishing greenfield advanced automotive braking systems manufacturing in India:

  • Safety-critical component precision: Engineering precision manufacturing of ABS controllers, ESC modules, and master cylinders to the tolerances required for safety-critical automotive applications, with associated coordinate measuring, functional testing, and end-of-line validation infrastructure.
  • Electronics and hydro-mechanical integration: Coordinating the manufacturing of electronic control units (ECUs) with the associated hydraulic and mechanical assemblies within a single integrated facility, spanning surface mount electronics, precision machining, and hydraulic assembly disciplines.
  • AIS-153 and AIS-137 certification: Securing Automotive Industry Standards AIS-153 (Anti-Lock Braking Systems) and AIS-137 (Electronic Stability Control) certification through ARAI (Automotive Research Association of India) — critical inputs to Indian OEM Type Approval processes and vehicle homologation.
  • PLI Domestic Value Addition milestones: Meeting the PLI Auto Components scheme's investment, incremental sales, and Domestic Value Addition milestones across the five-year scheme tenure under the Advanced Automotive Technology category, in a segment where specialty automotive-grade semiconductors and select sensor components remain imported.
  • OEM customer qualification: Achieving Indian OEM supplier qualification under each customer's PPAP (Production Part Approval Process) framework, including IATF 16949 quality management system alignment and OEM-specific product and process audit clearance.
  • Workforce build-up: Recruiting 480 personnel including precision machinists, electronic assembly technicians, and quality engineers in the Rudrapur regional labour market that also hosts multiple auto OEM plants and their existing Tier-1 supplier ecosystem.

What We Did

  • Pre-Investment and Strategic Advisory

Our feasibility study evaluated four candidate Indian auto-cluster locations, SIDCUL Rudrapur (Uttarakhand), Chakan (Maharashtra), Bawal-Manesar corridor (Haryana), and Sanand (Gujarat), with Rudrapur selected on the strength of the established Uttarakhand auto ecosystem (with major passenger vehicle, two-wheeler, and commercial vehicle OEMs operating in the region), proximity to the Delhi-NCR Tier-1 supplier base, established SIDCUL industrial infrastructure, and the Uttarakhand Industrial Policy 2015 incentive structure.

CapEx planning of INR 550 Crore covered the precision machining hall, the electronic controller SMT and assembly area, the hydraulic assembly and testing area, the end-of-line functional testing block, the warehouse, and central utilities, with cumulative PLI eligibility of approximately INR 60 Crore modelled across the five-year scheme window. Financial modelling demonstrated post-tax IRR of 20.2 percent at full ramp with a 5.6-year payback.

  • Engineering and Design Services

IMARC designed a 26,000 sq.m built-up facility on a 14-acre plot comprising the precision machining hall for master cylinder and brake actuator components, the ECU assembly hall for ABS and ESC controllers (with associated Surface Mount Technology assembly, Automated Optical Inspection, and functional test stations), the hydraulic assembly hall for integrated brake system modules, the end-of-line testing area covering safety-critical functional validation of each unit, and the warehouse and outbound logistics block.

Process utility design covered 6 MW grid demand supplemented by a 1.6 MW captive rooftop solar array, dedicated ESD-controlled environment throughout the SMT and electronic assembly zones, precision temperature and humidity HVAC for the electronic assembly and metrology areas, and integrated MES for lot traceability aligned with automotive safety-critical component recall management requirements.

  • Procurement and Supply Chain Support

We executed a multi-geography procurement programme across 54 critical vendors. Precision machining equipment including CNC machining centres, grinding machines, and honing systems was sourced from established Japanese and European specialists with documented automotive component industry references. SMT and electronic assembly equipment for the ABS and ESC controllers was sourced from Japanese and German specialists. Hydraulic assembly and testing equipment was sourced from European specialists with proven references at global braking system manufacturers.

Component sourcing was structured to optimise PLI DVA: castings from established Indian foundries in the surrounding auto ecosystem, machined mechanical components largely in-house, PCB substrates from qualified Indian sources, harness and connector assemblies from Indian specialists, and specialty automotive-grade semiconductors and select sensor components from European and US chip suppliers under structured long-term agreements. PLI DVA reached 54 percent in Year-1 operations and 62 percent in Year-2.

  • Project Execution and Site Management

Our turnkey project management delivered 20 months from groundbreaking to first commercial dispatch, coordinating civil construction, mechanical and electrical erection, ESD-controlled environment fit-out, equipment integration, and phased commissioning across the machining, electronic assembly, hydraulic assembly, and end-of-line testing zones.

Phased commissioning ran the precision machining hall first, followed by the ECU assembly hall and hydraulic assembly hall in parallel, and finally the end-of-line testing area with integrated system validation. Multi-vendor coordination across Japanese, German, European, and Indian contractors required a 16-strong owner's engineering team supplemented by 8 European resident engineers from the technology partner during the ECU and hydraulic assembly commissioning phases.

  • Compliance, Quality and Sustainability

IMARC led certification readiness across ARAI-administered AIS-153 (Anti-Lock Braking Systems) and AIS-137 (Electronic Stability Control) certifications — secured across the product portfolio in Year-1 of commercial operations — IATF 16949:2016 automotive quality management system certification, ISO 26262 functional safety framework alignment for safety-critical electronic control units, and OEM-specific supplier qualification audits across each Indian customer's PPAP framework.

Environmental compliance covered Uttarakhand Pollution Control Board Consent to Establish and Operate, Hazardous Waste Authorisation for machining coolant and hydraulic fluid residues, and Extended Producer Responsibility commitments. The facility achieved IGBC Gold certification through 1.6 MW captive rooftop solar covering approximately 18 percent of facility daytime energy demand, 72 percent process water reclamation through closed-loop machining coolant recovery, and 18 percent lower facility energy intensity versus the ASEAN automotive components industry benchmark.

Operational Performance

The facility achieved mechanical completion in 20 months with first commercial dispatch in month 21. Full 2.4 million-unit per annum nameplate capacity was reached at 76 percent utilisation by month 15 of operations, with sustained first-pass yield of 98.6 percent across the product portfolio.

ARAI-administered AIS-153 and AIS-137 certifications were secured in Year-1, IATF 16949 certification secured in month 14, and OEM PPAP qualification audits successfully passed across the four passenger vehicle and two commercial vehicle OEM customers.

Financial Outcomes

Final CapEx of INR 520 Crore delivered 5.5 percent savings against the INR 550 Crore budget through optimised civil packaging, disciplined Indian-fabrication leverage across the structural and clean-utility scope, and multi-vendor procurement under the PLI DVA framework.

PLI Auto Components disbursements commenced from Year-1 commercial production against the scheme's incremental sales milestone structure, with cumulative scheme benefit of approximately INR 60 Crore modelled across the five-year window. Year-2 revenue of INR 640 Crore was generated at an EBITDA margin of 14 percent, consistent with established Indian automotive components manufacturer reporting.

Market Access

Long-term supply contracts were signed with four Indian passenger vehicle OEMs and two commercial vehicle OEMs covering committed annual offtake across the ABS controller, ESC module, brake actuator, and master cylinder product families.

The facility became a qualified Tier-1 supplier for advanced braking systems within India's OEM ecosystem, with export share reaching 18 percent of revenue by Year-2 through aftermarket channel entries into ASEAN and Middle East automotive markets. The Phase 2 electric parking brake and brake-by-wire product roadmap positions the facility for the electrification-driven braking system architecture transition.

Sustainability Impact

Our integrated design, combining 1.6 MW captive rooftop solar covering approximately 18 percent of facility daytime energy demand, heat recovery from precision machining and hydraulic testing operations, variable-frequency drives across HVAC and process systems, and LED lighting throughout, achieves 18 percent lower facility energy intensity versus the ASEAN automotive components industry benchmark.

Process water reclamation reaches 72 percent through closed-loop machining coolant recovery and hydraulic testing fluid recycling. The facility holds IGBC Gold certification and operates end-of-life braking system take-back partnerships with the supplied OEM customer base, aligned with the emerging Indian circular economy framework for automotive components.

Strategic Impact

The project established a meaningful greenfield advanced braking systems manufacturing capability under the PLI Auto Components framework, positioning the client at the intersection of India's structural passenger vehicle market growth, the regulatory push toward mandatory ABS and future ESC across the vehicle parc, and the electrification-driven braking system architecture transition. Year-2 revenue of INR 640 Crore, six major OEM PPAP qualifications, and the secured PLI scheme participation led the client to approve Phase 2 expansion comprising electric parking brake and brake-by-wire assembly lines.
